The Master Plan for English Learners is a guide to assist all schools in providing every identified student an instructional program that includes daily instructional strategies and methods, access to the core curriculum, and the promotion of multicultural proficiency. El Plan Maestro para Aprendices de Inglés es una guía para ayudar a todas las escuelas para proporcionar a cada estudiante identificado un programa educativo que incluye estrategias y métodos de instrucción diaria, acceso al plan de estudios, y la promoción de la competencia multicultural.

 Home Language Survey - The California Education Code contains legal requirements which direct schools to determine the language(s) spoken in the home of each student. This information is essential in order for the school to provide adequate instructional programs and services.  Encuesta del Idioma del Hogar- El Código de Educación de California contiene requisitos legales directos para que las escuelas determinen el idioma (s) que se habla en el hogar de cada estudiante.  California English Language Development Test (CELDT) - Students in kindergarten through grade twelve whose home language is not English are required by law to take an English skills test. In California, the test is called the CELDT. This test helps schools identify students who need to improve their skills in listening, speaking, reading, and writing in English. Schools also give the test each year to students who are still learning English.  Examen de Desarrollo del Lenguaje Inglés de California (CELDT) - Los alumnos de Kinder hasta el grado doce, cuya lengua materna no es el Inglés están obligados por ley a realizar una prueba de habilidades de Inglés. En California, la prueba se llama CELDT. Este examen ayuda a las escuelas a identificar a los estudiantes que necesitan mejorar sus habilidades de escuchar, hablar, leer y escribir en Inglés. Las escuelas también ofrecen la prueba cada año a los estudiantes que todavía están aprendiendo Inglés.

 Monitoring - Language proficiency and academic progress of English Learners will be evaluated and monitored on an ongoing basis throughout the year. Reclassification (Exit) Criteria The goal of the English learner program is for students to become fully proficient in English and to master state standards for academic achievement as rapidly as possible. This district’s reclassification criteria are listed below: Required Criteria (California Education Code Section 313[d]) Newman Crows Landing Unified School District English Language Proficiency Assessment (CELDT) The student must perform at the overall level of early advanced or advanced according to the state mandated CELDT, with no more than one sub-test score at the intermediate level. California Standards Test (English Language Arts)350 or above California Standards Test (Mathematics)350 or above Parental Opinion and Consultation Teacher Evaluation Student Academic Performance, No Grade Lower than a “C” Optional: Other district multiple measures
