6  18 - 25 años (Puede haber excepciones) 18 - 25 years old (Exceptions are possible)  Árbitros propuestos por sus Federaciones Nacionales y/o Federaciones Continentales aceptados por la CAR/PATHF Referees proposed by his National Federations and accepted by the PRC/PATHF  Máximo: 3 parejas en este nivel por cada país durante una temporada Maximun: three couples in this level ( each season / each country).  Estos NO son árbitros totalmente nuevos. Son jóvenes talentos que ya están trabajando con su Federación Nacional They are not totally new referees. 7 Nivel 2: Candidatos a Árbitros Continentales Level 2: Continental Referees Candidates  Menores a 32 años (es posible hacer excepciones) Below 32 years old (exceptions are possible)  Llegan a este nivel por dos caminos: Referees get this level by two ways: a) Promovidos por la CAR/PATHF desde el Nivel 1 promoted by the PRC/PATHF because of their performance in Level 1 b) Propuestos por sus Federaciones Continentales a la CAR/PATHF proposed by their Continental Federations at the PRC/PATHF  Máximo tres parejas arbitrales por país y por temporada Maximun three referee couples in each season (each country),  Posibilidad de obtener “Categorías Regionales de árbitros de la PATHF” (Sur, Centro o Norte América y Caribe) Posibility for obtain “Regional Referee PATHF Categories” (South, Center or North America and Caribbean) Nivel / Level 2

8 Nivel 3: Árbitros aspirante a Internacional Level 3: International Referees aspirants  Edad máxima: 31 años Maximum age: 31 years old  Los árbitros alcanzan este nivel luego de ser promovidos por la CAR/PATHF por medio de un curso del PAN-GRTP Referees reach this level, after passing a course from PAN- GRTP  Máximo: tres parejas en este nivel por cada país maximum: three referee couples at this level for each country. Nivel / Level 3

9 Nivel 4: Árbitros Continentales Elite Level 4: Continental Elite Referees  Menores a 50 años Below 50 years old  Los árbitros alcanzan este nivel al ser promovidos desde el Nivel 3, por la CAR/PATHF (durante competencias oficiales) o son árbitros internacionales que no se encuentran en el listado IHF. The referees arrive at this level when they are promoting from the Level 3, by the PRC/PATHF (during official competitions) or they are International Referees that are not included in the IHF list anymore.  Los árbitros que están incluidos en la lista de árbitros IHF, integran el grupo de Elite de la PATHF Referees included in IHF list, are part of the Continental Elite Group  Cada país puede tener un máximo de 5 parejas en este nivel Each country are permitted to have 5 couples maximum at this level. 10 Nivel 5/Level 5 Los árbitros que están incluidos en la lista de árbitros IHF, integran el grupo de Internacionales de la PATHF Referees included in IHF list, are part of the International from PATHF  Cada país puede tener un máximo de 3 parejas en este nivel Each country is permitted to have 3 couples maximum at this level.

11 - ProCAP - Programa de Capacitación de Arbitros Panamericanos Panamerican Referees’ Capacitation Program Dentro del ProCAP Inside ProCAP: Los árbitros participan de cursos dados por Instructores Oficiales de la PATHF y también hay minicursos durante las competiciones. Referees participate in courses gave by PATHF official instructors and also there are mini courses during the tournaments. Los árbitros son evaluados en aspectos teóricos (3 pruebas escritas), físicos ( shuttle run test) y prácticos (planilla electrónica). Referees will be evaluated in theoretical (3 written test), physical (shuttle run test) and practical aspects (electronic report). ProCAP

12 Basado en esas evaluaciones, los instructores designados por la PATHF decidirán el futuro de los árbitros: Based on those evaluations, the official instructors assigned by PATHF will decide the future of the referees:  Ser promovidos al Nivel Superior en la Carrera Arbitral Be promoted to the upper Level in the Referee Career.  Permanecer en el mismo Nivel en el que se encuentran Stay in the same Level that they actually stay  Ser dados de baja del Programa Be dismissed from the Program ProCAP - ProCAP-

13  La PATHF designará instructores para los cursos del ProCAP, los cuáles deberán ser, al menos, “Instructores de Árbitros de la CAR/PATH” The PATHF will assigned the instructors in each PROCAP course, and they should be at least “Referee Instructor from the PRC/PATHF”  La CAR/PATHF analizará anualmente la incorporación de nuevos instructores. The PRC/PATHF will analyzed the incorporation of new instructors annually. ProCAP

15 - ProCAP-  Cada Federación Nacional asumirá el costo de enviar sus propios árbitros a los cursos del ProCAP. Each National Federation will assume the cost to send their own referees to ProCAP courses.  La PATHF asumirá el costo de transporte y viáticos de los instructores designados. PATHF will assume the ticket cost and daily expenses of the instructors.  La Federación Nacional sede, pagará los costos de alojamiento, transporte interno y alimentación de árbitros e instructores. The Host National Federation will pay the costs of organization, internal transportation and accommodation for referees and instructors. ProCAP

16 - ProCAP-  Una Federación Nacional puede proponerse como sede para realizar un curso adicional. En este caso, tal Federación Nacional deberá (además de lo mencionado) hacerse cargo del costo del ticket aéreo y viáticos del instructor. A National Federation may propose itself for host an additional course. In this case, National Federation must pay not only the cost mentioned before but also the air ticket and daily expenses of the instructors. Atención. En estos casos, debe lograrse la asistencia de árbitros de otros países de la Región, porque el ProCAP no es un curso de entrenamiento para árbitros de un solo país. Attention: In this case, is necessary obtain the attendance the referees of other countries, because ProCAP is not a training course for referees of a particular country. ProCAP

17 - ProCAP-  Los cursos del ProCAP tendrán una duración mínima de 3 días. Each course of the ProCAP will have a minimum duration of 3 days.  Los cursos del ProCAP se dividirán en diferentes niveles. The courses of ProCAP will be divided in different levels.  Para Árbitros de los Niveles 1 y 2, los cursos del ProCAP deberían ser Regionales y organizados por las diferentes Federaciones Nacionales o Federaciones Regionales For referees of the Level 1 and Level 2: The courses of the ProCAP should be regional and organized for different National Federations or Regional Federations ProCAP

18  Para Árbitros del Nivel 3 (o etapa avanzada del nivel 2), los cursos se desarrollarán: For referees of the Level 3 (or referees in advanced stage of Level 2) the courses of ProCAP could develop in a following step: a) En simultáneo con Competiciones Continentales Simultaneously with Continental official competitions. b) En un curso, desarrollado en un país que tenga un alto nivel de competencia. 19  La PATHF realizará varios cursos del ProCAP en cada año, tratando de cubrir las diferentes regiones del continente. The PATHF will make several courses of ProCAP in the same year, covering different parts of our Continent. ◦ Para todos los niveles, el curso del ProCAP puede realizarse simultáneamente en Competencias Continentales.
