Goals Promoting the use and processing of indicators to inform education policymaking Building and publishing internationally comparable education indicators Strengthening the region’s systems for education statistics De tal manera que los objetivos del proyecto han sido tres: El primero que tiene que ver con la construcción de indicadores comparables, pero que realmente den cuenta de los avances que los países tenemos en relación con las metas de la Cumbre de las Américas. El segundo objetivo está relacionado con el fortalecimiento de los sistemas de información de los países para garantizar que la información que se produzca sea realmente internacionalmente comparable y el último objetivo, no por ello menos importante, es proveer de una visión de prospectiva, utilizando la información que el proyecto produzca, para la toma de decisiones, oportuna y adecuada.

4 1. Publishing and disseminating the Panorama Educativo 2007
Conclusions on the Summit goals Goal 1. Universal access to quality primary education. A large number of children and young people from a large group of countries will not have the rights enshrined in the Summit’s goals guaranteed unless highly substantial political efforts are made. Goal 2. Access to quality secondary education for at least 75% of young people. Eleven countries have already managed to ensure that at least 75% of young people of school-going age are enrolled in school. Nevertheless, only two countries indicate that at least 75% of their population from 20 to 24 years of age has completed secondary school. Goal 3. Provide the general population with opportunities for life-long learning. In some countries, the illiteracy rates for the population 15 years or age or more is over 20%. Education, as an ongoing process of life-long learning, includes a wide variety of education programs. Nevertheless, there are still major challenges to enable the adult population to gain basic skills. 5 Publishing and disseminating the Report of Activities for 2003-2008
The Report provides comprehensive information on the activities carried out and products generated from 2003 to 2008, as well as a financial report. In short, all scheduled and budgeted activities have been implemented. The project has received a total of US$964,256 and now has an outstanding balance of US$50,064 Líneas sugeridas.. El proyecto ha publicado, con la colaboración técnica de la UNESCO Santiago-OREAL y UNESCO Canadá, Instituciones a quienes les hacemos patente nuestro agradecimiento por su valioso y decidido apoyo técnico que han venido dando a este proyecto desde su inicio y en especial a la segunda etapa coordinada por México, los siguientes productos: En 2001, el primer PANORAMA EDUCATIVO 2001, En 2003, el informe “Alcanzando las metas educativas” En 2006, el Panorama Educativo 2005 entregado en la IV Reunión de Ministros celebrada en Trinidad y Tobago y el Panorama Educativo 2007 que se entrega en esta V Reunión Ministerial, en una versión preliminar para ser revisada por los países.

8 3. Fourth Technical Workshop on Education Statistics with 34 countries
The workshop was held in November 2007 and included, in addition to workshops on capacity building for drafting analytical reports, the following topics: Balance of activities carried out. Benefits the countries have received from the project. Experiences in the use and dissemination of information that is generated. Reflection on future PRIE activities. Two weeks prior to the event, the participants received the preliminary version of Panorama Educativo 2007, so that respective comments could be made at the meeting.

9 Achievements and Challenges of the PRIE
Component 1: Education Indicators There is a wide range of internationally comparable indicators that have made it possible to monitor achievement of the Summit’s goals. Nevertheless, there still are areas where it is possible to increase both the amount and quality of available information, which would enhance the internationally comparable review.  Our statistical information systems need to be more efficient and timely: PRIE reports have country gaps because information is not available. Some indicators are calculated for only very few countries. Component 2: Technical Cooperation Project planning and integration has been done with the participation of the region’s countries, which have set up an organizational and management structure, designating representatives by geographical and language-speaking subregion, which has facilitated the communication and feedback that is needed, without hampering interaction with all the region’s countries, which has been achieved by means of the various regional meetings that have been scheduled. The 17 data assessment and planning missions conducted to the countries have made it possible to identify strengths and challenges in the national information systems, as well as propose working strategies with national teams. Component 3: Use and Dissemination of Results, Achievements, and Challenges The OAS web page was reoriented and information on indicators and calculation tables were installed. Nevertheless, the version must be gradually upgraded with better information, facilitating user orientation and easy ongoing communication with the countries regarding project progress and activities to be conducted, as well as the creation of links to the websites of each Ministry. The Panorama Educativo invites all to think about the challenges the region and each country have to address to reach the Summit goals and provide a country profile. Nevertheless, dissemination and use of results need to be built up, and therefore it is suggested that each country promote meetings for dissemination, analysis, and reflection.

10 4. FEMCIDI project resource management and authorization: US$70,800
Activity 1: Technical workshop for 12 Caribbean countries Goal: Undertake activities aimed at drawing up analytical reports of interest for each country on the basis of the results of the Thematic Workshop on Indicator Reports, which was held in Port-of-Spain, Trinidad and Tobago in December 2006. Activity 2: Technical workshop for 7 countries of Central America Goal: Discuss PRIE education indicators, understand their concepts, methodologies and international comparability with respect to national education indicators, as well as how these indicators can be used in the country. Las actividades del PRIE, a través de las misiones de diagnóstico llevadas a cabo para identificar las fortalezas y debilidades de los sistemas de estadísticas educativas y los talleres regionales y subregionales, señalan la necesidad de desarrollar actividades adicionales relacionadas con el análisis y uso de indicadores educativos comparables internacionalmente de interés nacional. El proyecto es una alternativa para mantener el trabajo de mejoramiento de la calidad de las estadísticas educativas en la región. El desarrollo de actividades relacionadas con indicadores internacionalmente comparables es una oportunidad para comprender la similitudes y diferencias con los indicadores nacionales, evaluar las fortalezas y debilidades en el uso de información confiable y comparables con otros países de la región y monitorear sus propias metas establecidas en sus planes nacionales.

12 5. Project presentation PRIE 2008-2009
Main guidelines of the proposal Inform the Ministers of the 2009 Summit about the progress of the countries to achieve the goals that were set. The Panorama Educativo 2009 report envisages the following: Indicators on early childhood Results reached in learning achievements of third and sixth grades of primary school in the Second Regional Comparative and Explanatory Study of the LLECE. Successful country experiences in the use and processing of the indicators of the Panorama Educativo. Continue building up the technical capabilities of the countries by means of missions to assess information systems and a regional workshop to ensure quality and reliability of the information produced. Redesign the web page of the PRIE with links to the statistical departments of the countries and create electronic forums to promote online discussion of issues such as the use and processing of the indicators of the Panorama Educativo.
