2 Los aportes naturales del río Ebro se han estimado en el PHN suponiendo que solamente dependen del clima. Los aportes naturales de un río dependen no solo del clima sino también del consumo natural en las cabeceras, que depende de la cubierta vegetal. Una estimación de los aportes naturales futuros que tenga en cuenta los cambios de cubierta vegetal pone en duda la viabilidad hidrológica del PHN. Virgin flows in the Ebro river were estimated in the SNHP as depending only on climate. Virgin flows in a river depend on both climate and natural water consumption in the headwaters, which depends on land cover. An estimation of future natural flows that takes into account land cover changes cast doubt on the hydrological feasibility of the SNHP.

11 No tiene mucho sentido simular numéricamente largas series de aportes a partir de los datos hidrológicos del PHN si su interpretación hidrológica es incorrecta. La previsión de los aportes naturales futuros depende no solamente de las proyecciones del cambio climático sino también de las variaciones futuras de la cubierta forestal en las cabeceras, que dependen tanto de factores naturales como de la gestión del territorio. The forecast of future natural flows depends not only on climate change projections but also on future changes in headwaters forest cover, driven by both natural factors and land management.
