2 Mandatos Standards for the preparation of periodic reports (AG/RES 2074 (XXXV-O/05): To evaluate the actions and strategies to ensure ESCR. It does not receive complaints. To measure advances or progress. To incorporate indicators. To avoid repetition with other monitoring systems. Periodicity Return Composition and functioning of the Working Group AG/RES. 2506 (XXXIX-O/09) Takes into consideration the document Guidelines for Preparation of Progress Indicators in the Area of Economic, Social and Cultural Rights" (CP/doc.4250 corr. 1) presented to the Inter-American Commission of Human Rights (CIDH) to the Permanent Council, on November, 2007 MANDATE

3 Mandatos The WG shall draft progress indicators for which reports will be presented, taking into account the document Guidelines … and in accordance with the Standards, (AG/RES. 2582 (XL-O/10 ): OAS General Assembly creates a Specific Fund for the Working Group with the aim of supporting its activities and the Technical Secretariat. April, 2011: The WG presented the document Progress Indicators for Measuring Rights Under the Protocol of San Salvador to the CAJP. AG/RES 2666: Period for comments on the Document extended from March, 15 to September of 2011. The WG is asked to move forward with the definition of the second group of rights. MANDATE

13 Financiamiento SHEDULE FOR THE PRESENTATION OF THE REPORT S 1.Presentation of the first report - First group of rights (35 pages plus annexes): 1 year 2. Observations from the Working Group: 60 days 3. Devolution: 60 days 4. Reports from civil society 5. Public Session of the analysis 6. Final conclusions: 60 days 7. Presentation of the second report – Second group of rights: 1 year 8. Presentation of the subsequent reports (both groups): 3 years

14 Financiamiento BENEFITS OF THE REPORTING MECHANISM Set agenda and outstanding issues through a participatory dialogue with civil society. Stimulate a process of evaluation and measurement of compliance with social rights Overcome mere reporting and the repetition of other reports. Have a useful tool for the design and permanent evaluation of public policies
