They gain experience in how to assess issues in their community, appreciate public policy debates, and take action to get things done – including the design, development, and delivery of services.

In other words, they help make progress towards the results we seek inthe building stronger families framework. These sample activities coincide with the three strategies within the strategic plan – Direct Service (Family Strengthening), Community Capacity Building and Systems Improvement. More details about these activities can be found on pages of your packet. For Direct Services, the Commission has already approved funding for Welcome Baby and Home Visitation and Best Start Communities have already selected their Home Visitation model. One possible activity that promotes the Community Capacity Building strategy is to support Best Start Community Partnerships already formed within all 14 communities. These partnerships are composed of diverse community members, including parents, residents, and stakeholders, that share information, leverage resources and build upon each other’s strengths. These partnerships can be the ones that champion the protective factors and work towards reaching our core results. Through the Systems Improvements strategy we can support advocacy training and work aimed at improving local systems and even use local issues that emerge to inform and feed into our countywide policy agenda. This list provides a set of potential activities that can be supported through Best Start and based on our/other experts’ research that meet the criteria.

The top of the diagram describes a level of measurement centered on tracking a wide variety of population-based indicators for Los Angeles County and the Best Start Communities. This effort provides the Commission an opportunity to monitor trends in an assortment of indicators that are important to early childhood development and are conceptually related to the Best Start Framework. These data are routinely being collected through our data and research partnerships such as the LA Healthy Survey, The Los Angeles And Mommy Survey, The WIC Data Partnership, Healthy Cities as well as a variety of administrative data sources. Communities will not be responsible for making changes in these population-based indicators but these data will provide us with important context and help us explain how and why progress is or is not being made. The second level of the framework referred to as focuses on the tracking of measures related to improving systems and supports, community spaces and places, and creating a shared vision and collective action. This will provide the Commission with an assessment of progress toward moving community intermediate outcomes in a positive direction. The third and most critical level of the framework is directed at measuring core results for families – family capacities, social connections and concrete supports. Ultimately, all the work that we do should lead to the building of stronger families and the research strongly supports that by doing this we can contribute to the improvement in our four overarching goals. The fourth level is referred to as Performance Measures and Learning. This level is focused on tracking performance of the First 5 LA investments (Welcome Baby, Intensive Home Visitation, Community Partnerships etc.) and helps the Commission understand how effectively the programs/projects are being implemented and the levels in which communities and families are engaged in them. Previous learning from our evaluations emphasizes the need to begin tracking implementation at the earliest level possible and learn so that critical adjustments can be made if they are needed. A critical element of the framework, represented by the blue circular arrows, is the importance of creating a structure to bring results (collected and shared in real time) from all levels to First 5 LA and the Best Start communities to reflect, learn and improve.

It means that they provide important context and will be useful in the evaluation to create comparisons or to get a better understanding of trends and how they may be influencing our desired results. Examples of these types of indicators might be - % of children 0-5 with chronic medical conditions, % of parents of children 0-5 that smoke, % of children in poverty etc.

These indicators were identified as the most salient and central to community characteristics that support the building of strong families. The Best Start Results Framework included in your packet that presents a more robust list of indicators that will allow the Commission an opportunity to explore which indicators are most responsive to the efforts taking place in the Best Start Communities.

This set of example indicators are strongly supported in the evidence as critical characteristics of strong families and predictive of positive long term outcomes. They also represent a broad array of concepts across the developmental spectrum. Overall, it’s important to note that Staff will be doing more work in the future to refine the indicators, test and pilot measures and most importantly bring back a more detailed evaluation plan to the Commission. There will also be opportunities for Communities to introduce and track community specific indicators that are meaningful to them. The Best Start Results Framework identified several indicators that we currently do not have data for and due to the innovative nature of Best Start we do acknowledge the need to invest in the development of new indicators so that we are in a better position to track, monitor and report progress to the Commission.

These types of indicators should never form the basis of an entire evaluation but they are critical components of a comprehensive evaluation and community effort that is results driven.

We tried to represent the degree of results to be achieved by the size of the circle. The smaller the circle the fewer the type of result we will be able to observe. For example, as a result of the efforts to implement Welcome Baby and intensive home visitation we should expect to seed several aspects (increased breast feeding rates etc.) of the core family results among program participants. Over time, as the programs/projects evolve and grow, we expect more of the core results to be observed for larger segments of the population. This assumes that the efforts for Best Start are continued for a sufficient amount of time and the level of commitment is maintained.
