2 ¿Por qué los clusters? …porque las PYME, agrupadas, son más innovadoras So why clusters? Simply because SMEs tend to be more innovative if they are organised together within a cluster and supported by a cluster organisation. This enables a higher degree of cooperation and consequently innovation. According to an Innobarometer survey on cluster's role in facilitating innovation in Europe comparing data between innovation cluster companies and innovation companies, those organised in a cluster were more likely to develop new products or services, new technology, put more efforts into market research, were more likely to make use of expertise offered by offer companies through contactig parties, and had a higher rate of registering trademarks and applying for patents. They were also less likely to conduct research exclusively in their own laboratories but made rather use of cooperation with other companies.

The European Commission Communication "For a European Industrial Renaissance", which was adopted early 2014, reaffirmed the importance and the potential of clusters in creating a favourable innovation ecosystem. With this regard, the communication in particular underscored the necessity of world-class excellent clusters and their potential in facilitating cross-sectoral and cross-border collaboration.

Basically, it is about striving for the best in order to allow a high quality service offered by cluster organisations to SMEs. As also mentioned in the Commission Communication, world-class clusters play a particularly important role – consequently, the Commission puts a strong emphasis on 'cluster excellence' by providing support to professional cluster management, so that these can offer better services to their SME members. In addition, cluster excellence activities shall be integrated into regional programmes.

This benchmarking methodology is now used by cluster organisations so that they can compare their output in an objective manner with other cluster organisations and thus can improve on their internal management process and the way they offer support services to their members. At the same time the project has developed a number of training materials in the form of case studies to help cluster managers improve their individual management skills. To continue the implementation of the European Cluster Excellence Initiative results, the involved partners established two spin-off organisations namely, the European Secretariat for Cluster Analysis and the European Foundation for Cluster Excellence. Both of these organisations continue offering practical advice to cluster management organisations. In this context, the Commission has recently launched a call in July 2014 with a total budget of EUR 1.25 Million. The deadline for this call is the 29 October 2014. In addition, a workshop on cluster excellence will take place in a few days in Brussels which will put a strong focus on how to improve on internationalisation efforts and cross-sectoral cooperation with the objective of fostering new industrial value chains and emerging industries. The successful commercialisation of an innovative idea often implies expanding beyond borders and going international. Internationalisation, however, does not only imply commercialisation but rather also includes fostering alliances across national borders by identifying and building partnerships with suitable local partners or engaging in international research, development and innovation (RD&I) collaboration. The idea is to intensify cluster & business network collaboration across borders and to provide the necessary support that SMEs need in order to be globally competitive. Consequently, a strong focus lies on access to international markets which we try to facilitate by supporting the establishment of new European Strategic Cluster Partnerships and by further developing existing partnerships.

The Platform supports cluster organisations in identifying suitable partners and in exchanging internationalistion experience. One particular tool for this is are international cluster matchmaking missions which help SMEs fostering alliances and building partnerships. Today the ECCP counts more than 950 registered cluster organisations and has signed 8 Memoranda of Understandig with Mexico, Brazil, Chile, Morocco, Tunisia, India, South Korea and Japan. A current mission for growth puts strong emphasis on liaising with potential partners in China and will take place on October this year. Within the framework of a cluster internationalisation action in 2011 which was part of the Competitiveness and Innovation Framework Programme (CIP) set up 6 cluster consortia, covering a variety of industrial sectors, notably cleantech, life-sciences, renewables, sports industries, advanced textiles, and agro-food, in order to foster international partnerships in their respective domains. These cluster consortia have achieved to sign 26 MoUs with 3rd-country partners, organise 27 business trips and 16 cluster match-making missions involving tens of SMEs altogether (B2B), support 4 joint-ventures /start-ups in 3rd countries and 3 business offices deployed / to be deployed in EU or 3rd-countries, conclude 2 export sales agreements, etc. 6 Consorcios de clusters - 26 protocolos de acuerdo, 27 viajes de negocios, 16 misiones de formación de clusters, 4 empresas en participación

Acciones futuras Inter-nacionalización «Programa de Internacionalización de Clusters para PYME» bajo COSME: presupuesto 19 millones de euros Cluster Go international – presupuesto: 3,75 millones de euros Fase preparatoria de las ESCP Fase de desarrollo de las ESCP Futuro desarrollo de la Plataforma de Colaboración de Agrupaciones Europeas A “Cluster internationalisation Programme for SMEs” is envisaged under COSME which will comprise two pillars: A “Cluster Go International” action aimed to support the establishment of a number of European Strategic Cluster Partnerships that will lead international cluster cooperation in fields of strategic interest notably in support of emerging industries. These partnerships shall encourage clusters from Europe to intensify cluster collaboration across borders and sectoral boundaries and to develop and implement joint strategies in new areas towards third countries. These partnerships shall contribute to better support SMEs in global competition in strategic fields. The Cluster Go International action consists of 2 strands and is open for applicants who have not yet entered collaboration with 3rd countries (preparatory phase) as well as for applicants who have already established ties but whish to strenghten them (developing phase) Further development of the web-based European Cluster Collaboration Platform under COSME and promotion of international cluster cooperation, through MoUs signature with partners in third countries and organisation of matchmaking missions with cluster and business representatives from 3rd countries. Basically this will involve funding for the webpage as well as for further matchmaking missions.

Although the objectives of a successful cluster policy remain the same, the approaches in achieving these have changed by putting a stronger emphasis on the potential of emerging industries. Characterised by a high-growth potential, emerging industries Emerging industries have a considerable potential to reshape Europe's industrial landscape, contribute to growth and ensure long term competitiveness. Evolving from new industrial value chains or from the transformation of existing industries, emerging industries are driven by key enabling technologies (KETs), new business models or societal and environmental challenges. To ensure long-term competitiveness of Europe's Industrial base, European industries must continue to innovate and define a long-term strategic agenda for the development of their competitiveness, building on their existing know-how but also on collaboration with companies both within their traditional value chain and beyond. The key to this is cross-sectoral cooperation to unlock the potential of traditional industrial sectors, support the creation of new business moels and make use of transversal drivers such as service innovation, resource efficiency, creativity and design so that new industrial value chains can be flourish.

In 2012 a Report on emerging industries identified several high-growth potential sectors as the most important emerging industries (creative, eco, experience, mobile service, maritime, mobility and personalised medicine industries). 6 projects in support of emerging industries under the CIP programme were selected this year and have started works to implement their project proposals. In order to demonstrate the impact and potential of service innovation, 6 so called model demonstrator regions were selected to receive special advisory support service by the European Service Innovation Centre. The model demonstrator region approach follows the idea of providing advice to selected regions with regard to specific economic issues which would then be implemented and could potentially serve as a model for other regions to follow. Two European Creative Districts that implement the large-scale demonstrator approach were set up at the end of 2012 (European Parliament pilot project). The ECDs aim to demonstrate the transformative power of creative industries in supporting traditional industrial regions in their transition from an ‘old-fashioned’ economy with strong heritage value and cultural identity to a sustainable and innovative economy. The Wallonia Creative District and CREATE in Tuscany will run until mid-2015. The establishment of the European Creative Industries Alliance (ECIA) is one of the commitments (19a) of the Innovation Union Communication and is regularly reported upon. Furthermore, ECIA was prominently featured by the recently adopted Communication “Promoting cultural and creative sectors for growth and jobs in the EU” (September 2012). ECIA brings together regional and national policy makers and practitioners at European level to promote the role of creative industries, including design, as a catalyst for innovation and structural change and to address the need to provide better, more effective and targeted support for the creative industries to fully unlock their potential. Altogether, 28 organisations from 12 countries form the core actors of ECIA which consists of: a Policy Learning Platform that has the role to establish a policy dialogue on designing better industrial and innovation strategies that build upon service innovation. Specifically, it will analyse, benchmark and engage in mutual learning in areas such as innovation voucher and business support; incubation and access to finance; and cluster excellence & co-operation, and it will prepare policy recommendations with concrete master plans for implementation on how to better support creative industries and spill-overs. The Policy Learning Platform will conclude its work at the end of 2014. 8 concrete actions for better business support in the areas of innovation voucher schemes (4), access to finance (2), and cluster excellence & cooperation (2). Each action is managed by a public-private partnership bringing together actors from different countries who will design, test and open up new business support instruments for companies from the creative industries and mobilise additional funding opportunities for them. SMEs benefit directly from these concrete actions, for instance by receiving vouchers for innovation support, investment-readiness training or cluster and internationalisation support. The European Mobile and Mobility Industries Alliance (EMMIA) brings together regional and national policy makers and practitioners at European level with the aim of developing more sustainable solutions in the field of mobility supported by mobile services, through better use of current and planned initiatives and enhancing transnational cooperation in this field. Altogether, 31 organisations from 14 countries and 4 European organisations form the core actors of this initiative which comprises: a Policy Learning Platform that has the role to establish a policy dialogue on designing better industrial and innovation strategies that build upon mobile applications and service innovation. Specifically, it will analyse, benchmark and engage in mutual learning in areas such as innovation support, notably through voucher schemes; incubation and access to finance; large-scale demonstrators and interoperability, and it will prepare policy recommendations with concrete master plans and implementation roadmaps on how to better support mobile services industries. The Policy Learning Platform will conclude its work at the end of 2014. 5 concrete actions in the areas of large-scale demonstrators in support of sustainable tourism in rural areas through a better use of mobile services (3), access to finance (2) and an action implemented together with the European Telecommunications Standards Institute (ETSI) to improve the interoperability of mobile services. In 2012, EMMIA was reinforced by 6 new actions focused on a number of concrete and operational activities with special emphasis on promoting the further use of data and information from Earth monitoring (GMES) and satellite navigation (GNSS), EMMIA Phase II. The actions will, on the one hand, develop and test new voucher schemes aimed at promoting the further use of GMES and GNSS based services in mobile services industries and, on the other hand, implement large-scale demonstrators in support of GMES and GNSS based services by either addressing specific societal challenges or following a broad-based approach in support of new industries driven by GMES and GNSS based service innovation. Launch of "Cluster facilitated projects for new industrial value chains" in 2015 under the Horizon These innovation actions aim at stimulating cross-sectoral and cross-border collaboration and innovation between SMEs facilitated by cluster organisations and other business networks. This shall support innovation efforts of at least 3000 SMEs by 2020, foster their integration in trans-European value chains and help to bring innovation from one sector to another and to develop emerging industries. Presentation of new European Cluster Strategy for Growth in 2015 to be announced by the public consultation on the revision of the Small Business Act (SBA) in view of streamlining and strengthening the Commission's cluster actions to better support SME innovation and growth, notably in emerging industries. A public consultation on the orientations is foreseen in view of preparing for a possible Communication in 2015. To this end, DGs ENTR and ENV agreed in 2013 to jointly issue a 'Green Action Plan for SMEs' (GAP) which was adopted as a Communication from the Commission on 2 July The GAP is presented in complementarity with the Green Employment Initiative, which proposes a roadmap for supporting green jobs creation across the EU, and with the Circular Economy Package and Waste Target Review. 1. Greening SMEs for more competitiveness and sustainability Improving resource efficiency in SMEs offers enormous potential for the reduction of production costs and for productivity gains. A better use of resources is calculated to represent an overall savings potential of €630 billion per year for European industry. 2. Green entrepreneurship for the companies of the future Preventing environmental damage and moving towards a low carbon economy is a societal challenge which also offers new business opportunities for enterprises that bring green products and services to the market. Yet, SMEs need a favourable business environment in which green ideas can be easily developed, financed and brought to the market. 3. Opportunities for SMEs in a greener value chain Re-manufacturing, repair, maintenance, recycling and eco-design have a great potential to become drivers of economic growth and job creation while, at the same time, making a significant contribution to addressing environmental challenges. SMEs and entrepreneurs need a supportive environment to move towards a circular economy. 4. Access to the markets for green SMEs The EU’s international commitments in areas such as climate change cooperation or neighbourhood policies offers concrete scope for European SMEs with green expertise to gain access to new markets. However, 87% of European SMEs sell their green technologies, products or services only in national markets. A more supportive framework and more international cooperation are required in order to help SMEs successfully integrate into global value chains. 5. Governance The GAP has been widely supported by EU Member State administrations and SME stakeholders in consultations on the future of SME policy and in meetings with the Network of SME Envoys and business organisations. It is therefore important to implement the GAP thoroughly, so as to ensure an impact across Europe for the benefit of SMEs. Gobernanza

The Resource Efficiency Self-Assessment Tool for SMEs is conceived as the first module towards the establishment of a European Resource Efficiency Excellence Centre (COSME Work Programme 2015) that will provide information, advice and support, directly and through partners, on 1) actual SME resource efficiency performance, compared to the sector benchmark; 2) technological options to increase this resource-efficiency in their sector; and 3) cost-effectiveness of those options, with a view to financing them. The European Resource Efficiency Excellence Centre will progressively develop databases and assessment tools in those 3 domains, with a modular approach and using the Enterprise Europe Network (EEN) agreed taxonomy. They are of course increasingly intertwined given that cluster excellence has recently put a stronger focus on internationalisation and cross-sectoral cooperation themselves. In addition, the importance of resource efficiency as a significant transversal driver for emerging industries has likewise started growing momentum through the green action plan and the efforts which are being made in this domain. Although not a domain in itself, the European Cluster Observatory is worth mentioning in its own respect as it provides important advisory support to the European Commission with regard to its activities. Moreover, the European Cluster Observatory also provides advisory support services to selected model demonstrator regions. The European Cluster Observatory is a single access point for the Commission consisting of experts which provide statistical information, analysis, mapping and scoreboards of clusters & cluster policy which are also publicly accessible through the website of the European Cluster Observatory.
