Monitoring indicators
High-impact scientific publications: number and impact of the records published by IFIC authors in the first quartile in any subject category (as found in the main databases: Web of Science/JCR or Scopus/SJR) Presentation of results at conferences and workshops by IFIC members: total number per year (invited, plenary, parallel talks, as well as posters) Recruiting and training: number of finished PhD theses with IFIC advisors. Since the organization of seminars and colloquia is fruitful for the training of young researchers, the number of seminars and colloquia are included as indicators. Granted patents and other Intellectual Property Rights: the number of International Patent Applications (PCT) and License Grants Delivered. External sources of funding: focusing on the European Funding Agencies, we proposed as indicators the amount of funding obtained from European calls (including ERC, H2020 and others) and the number of ERC projects obtained by IFIC researchers. Dissemination and outreach activities involving IFIC members: here we followed CSIC’s indicators and proposed the total number of outreach events and materials. Gender indicator: people hired under the S.O. project. As a general rule, for the key quantitative indicators (number of high-quality publications, PhD theses, seminars, etc.), the comparison of a homogenous period of five years with the previously known results of the period was proposed, where the year 2013 acted as baseline. We show in Table 1 the progress of the selected indicators, with data up to June 2017, except for the number of talks at conferences and outreach activities (not yet fully available for the present year).

“The Monitoring Committee considers that the thorough material provided for the Mid Term Evaluation, the extensive SAC report of July 2017 and the very effective presentation from the Director, clearly indicate that IFIC is running at an excellent rate during the first grant period of the SO program, with visible benefits and solid progress on all aspects. The SO grant has been used wisely, with an optimal strategy and tangible results. The added value of the excellence award has been cleverly exploited. In agreement with the extremely positive SAC evaluation, one can say that IFIC is an institute that operates at the highest international scientific level and that, after the relatively short period of 2 years, it has already shown a remarkable growth and very high benefits from the SO grant. IFIC has pursued its planned scientific mission with excellent outcome, strengthening areas related to new physics on both theory and experimental side, and setting up measures to produce cutting edge technology. The results obtained and the roles played are surely belonging to the highest levels of the international panorama, where IFIC has gained a significantly increased visibility.”

Concluido el Acuerdo CSIC-UV para el S8A Ha llevado dos años el incluir a la UV como beneficiario asociado del Proyecto Severo Ochoa La opinión era :“Lasciate ogni speranza!” El retraso va a causar algunas disfunciones, pero es positivo que el acuerdo UV-CSIC se haya aprobado

17/09/2015: Escrito al Equipo Gestor (S.G. Planificación y Seguimiento) solicitando transferencia de fondos a la UV. 09/12/2015: Respuesta equipo Gestor: es posible, hay que hacer instancia a través de Explican qué documentos hay que entregar. 14/12/2015: Contactamos con convenios del CSIC (ya estaba previamente hablado y aceptado a nivel VICYT y Vicerrectorado Investigación UV). Convenios del CSIC envía plantilla de convenio. Rellenamos plantilla. Interaccionamos con la Universidad para llegar a un Convenio aceptable para CSIC y UV. 03/03/2016: Tras varias iteraciones se pasa un borrador del Convenio al equipo Gestor SO 04/03/2016: Sugerencias del equipo Gestor incorporadas. Nueva versión enviada. 11/04/2016: Tras diversas iteraciones con el equipo Gestor se envía otra nueva versión del Convenio. 23/04/2016: Versión final del Convenio para subir a Se presenta la instancia en 04/05/2016: Algún problema con la VICYT del CSIC. 06/05/2016: El Representante Legal del CSIC firma la instancia. 09/05/2016: Se envían algunos documentos más que pide el Equipo Gestor. 08/09/2016: En revisión por la Intervención. 21/09/2016: La Presidencia de la Agencia Estatal de Investigación “autoriza con efectos desde el día de la firma del Convenio […] la aplicación de la condición de beneficiario a la Universidad de Valencia” 28/09/2016: El MINHAP comunica al CSIC que se paraliza el acuerdo para dar cumplimiento a la Orden de cierre de ejercicio dada por Hacienda el pasado 16 de julio 09/02/2017: La Secretaría de Estado de Presupuestos y Gastos informa favorablemente, pero la Ley 40/2015 exige nuevos requisitos: informe de la Abogacía del Estado y autorización del Ministerio de Hacienda. El CSIC nos pide una “Memoria Justificativa” según modelo. 14/02/2017: Se envía al CSIC Memoria Justificativa. La VORI pide al abogado del Estado informe. 11/07/2017: Convenios del CSIC nos comunica que el abogado del Estado ha emitido informe favorable sobre el convenio. Pero nos indican que quedan los siguientes pasos: Autorización del Ministerio de Presidencia Autorización de firma de Hacienda Ratificación del Consejo de Ministros Registro y publicación en el BOE. 29/09/2017: El área de convenios dice que el convenio está en Consejo de Ministros y que una vez aprobado, sólo faltaría registro y publicación en el BOE. Nos piden el documento RC de retención de créditos. 06/10/2017: Nos piden de nuevo un texto sobre el objeto del convenio. Se les envía. 15/11/2017: Recibimos de la Vicesecretaria General Técnica del CSIC el Acuerdo de Ministros diligenciado. 16/11/2017: Convenio firmado por CSIC (VORI) y UV (Vice de IyPC) 8/12/2017: Convenio publicado en el B.O.E.
