THE REACH REGULATION: R.E.A.CH. EU Regulation (Registration, Evaluation and Authorisation of Chemicals European Union) which comply to producers and importers of chemical to asses and manage the risks. It improves the protection of human health and the environment from the hazards of chemicals. It enhances the competitiveness and innovation of the European Chemicals Industry. Enterprises that manufacture or import more than one tonne of a chemical substance per year will be required to register the chemical in a central database. A single system for all chemical substances, including existing and news sustances. It replace 40 existing legal acts Register procedure: presentation of the basic information such as company data and name of chemicals. Deadlines: 2010,2013,2018 Goal: put in common the data to be registered. Interest for the regions: EC Implementation 2
A NEW EU CHEMICALS POLICY Procedures: Registration, requires producers and importers to obtain relevant information on chemical substances produced in or imported to the EU market in quantities greater than 1 tone per year. Evaluation. The regulatory authorities decide on proposals for further testing and asses whether information provided complies with the requirements. Authorisation. Required for substances of very high concern. Restrictions to substances on its own, in a preparation or in an article, (either for the use in certain products, the use by consumers or a complete ban of a substance) if its use poses unacceptable risks to health or the environment. A NEW EU CHEMICALS POLICY Procedures: Manufacturers and importers are obliged to register substances they produce or import in quantities over 1 tone per year. Downstream users of chemicals must apply the risk management measures The preregistrations started 1 June 2008 Around 1500 substances of very high concern may become subject to authorisation Stricter authorisation system. More information available to consumers All articles contain chemicals and most articles are safe. Industry will have to show that the use of their chemicals in articles is safe and this may involve labeling and instructions for safe use: good ventilation, protective clothing.
