The Valencian Regional Delegation in collaboration with the Fundación Comunidad Valenciana have setup a methodology based on the identification of the common issues between the representatives of our regions to examined the open calls for tenders and to promote Public Private Partnership between us. The Valencian Region participates in European projects as a way of increasing the collaboration and exchanging of best practices among the regions.

A precedent has already been settled in 1999 with the first policy on PPP to develop innovation projects on the frame of the urban management by means of the research of new technologies solutions: VALENCIA INNOVA, www.valenciainnova.infowww.valenciainnova.info The Valencians Government has identified PPP as a priority and collaborates with the Foundation on the expenses: emplacement, infrastructures… 15% of the operational expenses are financed by the Valencians Government 85% other entities support: Intercitrus, IMPIVA, FEPORTS, Saving Banks Association, Feria Valencia, Feria de Alicante…

Consequently, we have set a methodology based on periodical meetings hosted by the different regional representatives, where the open calls for tenders will be examined In addition, the Valencian Regional Delegation has elaborated a table of open calls for proposals until June 2009 that will be updated periodically and that constitutes the foundations for the joint work. A database will be also developed in order to identify the potential partners

Therefore the Foundation serves as a tool for the consortium: partner search, alert service, project adviser and specialist in project communication. In addition, the Foundation organizes Info Days in other European regions on how to participate in European Projects consortiums (Malta, Greece and Hungary). Since the Foundation has been created collaboration with European regions has increased: a total of 168 new consortia have been promoted. The Valencian Region has obtained 41% of the Spanish LIFE- Environment allocated funds in 2004 and approximately 31% of the number of projects that have been approved in Spain in 2005.

Many regions will decrease their share in structural funds, so the choice is innovation, research and competitiveness. Current schemes of interregional co-operation may foster efficient policies to promote renewable energies and sustainable development. Participation of the civil society through Public-Private Partnerships is a key issue to ensure the success of RES policies.
