To improve the competitiveness of the Valencian companies, diminishing its energetic costs by means of the introduction of the most efficient technologies. To reduce the energetic dependence of the Valencian Region with regard to other regions. To reduce the environmental impact, using less pollutant energies in order to expire with the commitments acquired by European Union in the summit of Kyoto. 12

17 Fundación Comunidad Valenciana – Región Europea Delegación de la Comunidad Valenciana en Bruselas VALENCIA REGION – RELEVANT BODIES IN THE ENERGY FIELD C) Local Energy Agency Vila- Real The aim of this project, which has been recently approved, is the creation of a Local Energy Agency to coordinate and promote the initiatives related with renewable energy sources (RES) and energy efficiency. The proposal will be applied in the areas of industry, construction, public buildings, urban transportation and the habits of domestic energy consumption. The project intends to cover a region that includes determined municipalities from La Plana de Castellón, which interact in the energy framework of the zone. The total budget for the creation of this body is euros, and will be financed for the European Commission. 17

The Delegation aims to disseminate the image of the Valencian Region in Brussels through region marketing, as well as to promote the training to the young of the Valencian Region by means of the promotion of public programs and private grants. Main Objective Represents, defend and promotes the Valencian Region interest before the European Union. In order to achieve this goals the Delegation works closely with the different European institutions, the Spanish Permanent Representation before the EU, the Regional Offices and other permanent representations of other European Members.

The Foundation bases its work on the strategically tool Public Private Partnership. The Foundation was created with the purpose of helping the civil society in the transitional participation on European funding as the Valencian Region will be entering Competitiveness Objective into This entity facilitates the participation of the Valencian civil society, industrial groups, chambers of commerce, financial institutions, local development agencies, educational organizations (research and development institutions), and other stakeholders in European policies and projects.

In 1999, the first policy on PPP was approved to develop innovation projects on the framework of the urban management by means of the research of new technologies solutions: VALENCIA INNOVA. A tool for funding. The Valencian Government has identified PPP as a priority and collaborates with the Foundation on the expenses: location, infrastructure… 12% of operational expenses are financed by the Valencian Government 48% other entities support: Intercitrus, IMPIVA, FEPORTS, Saving Banks Association, Feria Valencia, Feria de Alicante… 40% Self – financing: European projects, allowance, services to third parties…

36 Fundación Comunidad Valenciana – Región Europea Delegación de la Comunidad Valenciana en Bruselas The main objective is the elimination of used cooking oils that are generated in a great scale at the city of Valencia (Spain) and to employ them in substitution of more polluting combustibles, reducing the emission of CO2 in public transport. The project is intended to establish a pilot experience whose results serve as starting to set up an adequate collecting system for those waste vegetable oils coming from domestic and catering sector, and their chemical processing to produce bio-fuel to be used in Valencias buses municipal service PROJECT ECOBUS Objectives Programme: LIFE-Environment

Procura will do so by tackling market barriers for the large-scale procurement of AFVs. Procura will focus on developing innovative procurement models (e.g. GreenLease, second-hand market development of AFVs) for private and public fleet owners. Procura intends to carry out the following activities: (i)Collecting and disseminating best practices (ii)Setting up dedicated procurement models (iii)Setting up a large-scale procurement schemes

Performance areas : The project will study the five different sectors that the partners have identified as top priorities: 1.regional competitiveness and innovation in the automotive industry; 2. human resources and training in tourism; 3.regional marketing as a way to attract investments; 4.renewable energy 5.waste management.

Fields of the cooperation 1.Comparison of the individual policies and promotion of the renewable energies 2.Exchange of concepts for an improved use of the renewable energies 3.Highlighting the importance of renewable energies for the regional development.

42 Fundación Comunidad Valenciana – Región Europea Delegación de la Comunidad Valenciana en Bruselas The proposal aims to establish a Hydrogen station for the boats in the area of El Palmar with an independent energy character. This will be accomplished through a solar photovoltaic installation. It will provide electricity for the visitors centre and for the generation of hydrogen fuel. On the other hand, the actual boats of the natural park will be adapted for the new available technology. IEE II projects are of a "soft" nature: they normally aim to trigger market mechanisms or to induce third parties to take action in line with the Programme's objectives.

63 Fundación Comunidad Valenciana – Región Europea Delegación de la Comunidad Valenciana en Bruselas Management of straw: The project is an innovative model of recycling of the straw of cereals, one of the principal waste generated in the withdrawal of the cereals instead of the incineration. In this way, burning and the subsequent environmental impact will be avoided. Valencia focuses on the rice straw.

Studies of alternative solutions and BATs. No polluted air in the ecosystem.

66 Fundación Comunidad Valenciana – Región Europea Delegación de la Comunidad Valenciana en Bruselas Biomass – Paulownia: The project includes growing trees for biomass production and processing vegetal by-products for receiving ecological fuel to be sed in thermo power plants. The manufacturing activity will be organized in the region of the town of Turn; some other regions have been currently explored too. Fast-growing trees of Paulownia genus, suitable for biomass production, will be grown.:
