2 Catalonia Autonomy The Autonomy Statute of Catalonia (1979) states that the Department of Education of the Generalitat has whole responsibility over the administration of the educational system. Catalan and Spanish VET systems are identical and follow European standards

Complexity of institutions and procedures often accompanied by high level of bureaucracy E Too many university students ( levels 4-6 ) cf. VET students ( levels 2-3 ). Lack of flexibility in order to meet enterprises needs Not enough links between Professional Qualifications (employment administration) and Academic Certificates (education administration)
