3 REGULARIDADES Y TENDENCIAS DEL DESARROLLO Y LAS POLÍTICAS REGIONALES EN AMÉRICA LATINA, A PRINCIPIOS DEL SIGLO XXI  Altos niveles de concentración del PIB y de la población.  Leve tendencia a la disminución de las amplias brechas interregionales en los niveles de ingreso per cápita.  Reprimarización minera de las estructuras productivas de numerosas regiones.  Evolución vacilante y sinuosa de los procesos de descentralización.  Emergencia de políticas regionales de tercera y cuarta generación.
