Introducción COMPROMISO POLITICO Bolivia ratifica la Convención Marco de Naciones Unidas sobre Cambio Climático en 1994 y ratifica el PK En 1995 se crea el Programa Nacional de Cambios Climáticos (PNCC) debajo del VRNMA para satisfacer los compromisos de Bolivia ante la CMNUCCEn 1995 se crea el Programa Nacional de Cambios Climáticos (PNCC) debajo del VRNMA para satisfacer los compromisos de Bolivia ante la CMNUCC. En 2002 el Gobierno designa al Viceministro de Recursos Naturales y Medio Ambiente con la Autoridad Nacional Designada (AND). La Oficina de Desarrollo Limpio (ODL) se crea en septiembre del 2002 mediante RA. No. 20/02, como instancia operativa de la AND, dependiente del Programa Nacional de Cambios Climáticos. La ODL inicia operaciones de arranque en Octubre (2 personas) CD4CDM se inicia el 2003 con la asistencia de Fundación Bariloche (FB) como ente regional de apoyo técnico.

OFICINA DE DESARROLLO LIMPIO VISION DE LA ODL La plena implementación y participación nacional en mecanismos innovadores de mitigación del cambio climático que apoyen la reducción de la pobreza y el desarrollo sostenible en el país. MISION DE LA ODL Fomentar, guiar y apoyar el desarrollo de actividades sostenibles mediante la participación en el mercado de Kyoto y otros esquemas de comercio (mercados voluntarios). Promocionar la generación, el desarrollo, la implementación y el mercadeo de los proyectos MDL en Bolivia. Apoyar y promover la participación equitativa de todos los sectores en el mercado de carbono bajo el Protocolo de Kyoto y otros esquemas de comercio. OBJETIVOS Evaluación y aprobación de proyectos MDL en su componente de desarrollo sostenible, como brazo operativo de la AND Promocionar la generación, el desarrollo, la implementación y el mercadeo de proyectos bajo el MDL en Bolivia. Fomentar actividades de Desarrollo Sostenible mediante la captura de financiamiento del mercado del Carbono y mercados voluntarios.

Capacity building General scope: Public and private sector –General: CDM and KP: National Level (PNCC-ODL) public, education institutions, public,working with prefecturas, local level – Thematic: Carbon Markets and Funding institutions, Legal aspects of ERPAS and baselines in the enrgey sector. –By sector: Industry chamber, and cement sector, hydrocarbon public sector.. Short sessions but focused – Courses: CDM project development (Ecosecurities) – Baselines Methodolgys in the energy sector (FB, DNV) – A&R projects design –Financial opportunities in CDM markets (JCF, Natsource and Ecosecurities, CAF) –ERPAS legal aspects (Canada, CO2e) –Others

IMPACTS IN CB 20 national workshops were conducted categorized in training sessions; general information and awareness rising on CDM and consultation meetings. During around 511 experts and 283 institutions were trained in the workshops. Besides the national workshops the country team attended more than 12 international meetings, as part of their own capacity development activities, and actively participated in international negotiations on climate change: –Five Consultative Workshops to define and elaborate the National CDM Strategy. –One Workshop to validate the National CDM Strategy; –Several Consultative meetings to elaborate the Carbon Law project –Two training courses (Sucre and Cochabamba) on A&R CDM project design. –Two meetings of the Forestry Technical Group were carried out to advance in the country forest definition. –One Workshop on Alternatives of Financing the Bolivian CDM Project Portfolio. –One Workshop on Report of the ODL participation in the CARBON EXPO 2005 fair. –Seven Workshops on Mitigation and CDM, throughout the country. –One training course on CDM project development. –3 workshops for the development of the National Position on reducing emissions from deforestation.

Environmental Committee of Sacta Valley, Municipality of Puerto Villarroel. 4)Small Scale for the carbon sequestration and the soil conservation in the indigenous communities of Kayanakas, interandean valleys of Chuquisaca. Lessons Learned Institutional coordination (reduce legal barriers) High personnel rotation, has slow down the implementation of activities –CB interventions –Normal operation of the NCDO Markets evolving Since the ratification of the Kyoto Protocol, February 16th 2005, the carbon market had evolve fast to a more mature state, and this period has bring many challenges for all the actors in the market to learn and act accordingly. Personnel needs continuous CB and act in new arenas, high risk of loosing personnel after being trained. Economic sustainability of the CDM Office –Previsions in the new legal framework, will they prove to be enough? Project portfolio –Public projects needs more assistance and guidance –Small scale projects needs a fund to overcome the financial constraints Good experience with mini hydropower plants Plan Quinquenal funding A&R needs more for implementation Basket of small scale projects could work.. –Private projects Unilateral scheme work better for Bolivia, better negotiation conditions Need support through the CDM project cylce, Share experiences with each other, no competition and National Supply, Bolsa de comercio involvement, decentralized and strengthen related institutions

Challenges Carbon market environmet Market moving fast: create more capacity in house, legal aspects of contracts, price negotiation.. Who to sale ? In what conditions? Need for new methodologies: A&R, others.. Eliminate funding and other regulation barriers.. Integrate mitigation variables to national planning…. Public CDM projects.. Improve the structure and tools… Sustainability financial and technical of the CDM offices

CONCLUSIONS AND COMMENTS CDM Offices Require: Support for start up Technical assistance (receive and give) on a continues basis Flexible Mgt.: include national circumstances for adaptation and growth New roles for CDM offices are arising which needs more CB and strengthening therefore its requires support and technical assistance
