Fundación Comunidad Valenciana – Región Europea  The Foundation promotes European projects and contributes to their success through an efficient inter-regional cooperation. Therefore the Foundation stands as a tool for the consortium: partner search, alert service, project advise and specialist in project communication.  In addition, the Foundation organizes Information Days in other European regions on how to participate in European Projects consortiums (Malta, Greece and Hungary).  Since the Foundation was created, collaboration with the European regions has increased: a total of 195 new consortiums have been promoted. The Valencian Region has obtained 41% of the LIFE-Environment funds allocated to Spain in 2004 and every third Spanish project has been approved in the Valencian Region in 2005, the second consecutive year of the leadership of Valencian Region in LIFE- Environment projects. ii. The Government is strengthening the policies on research and innovation with the aim of contributing to the approach of the public and private sector and to create the right environment (financial, legislative and training) for entrepreneurs.  This policy is aiming the development of regional economy. The Valencian Government has created a large infrastructure to promote R&D and Innovation. The main goal is to export the technology from our research institutes as well as to import new technology and best practices on industrial technology from other entities.  The Foundation is therefore willing to collaborate with the different European actors.

Fundación Comunidad Valenciana – Región Europea Delegación de la Comunidad Valenciana en Bruselas PROJECT URBANBAT Objectives  To define, through the transfer and application of BATs (Best available technologies), a waste management model for the majority of liquid residuals generated in the maintenance and operation of a fleet of vehicles. Management strategy for these residuals will consist of both reducing environmental hazard and increasing life span. This will take place at the very point of generation, thus minimizing the need for an external management.  To deal with most of the liquid residuals generated as cab washing waters, motor washing waters, waters from rinsing of cooling circuits, cooling fluids, brake fluids and acids from exhausted batteries.  Not only defining this model, but demonstrating its inmediate extrapolation from the fleet of urban collective vehicles in Valencia to any urban transport organisation and/or transport fleets, as well as to other activities with similar problems.

These include the leaching of high nitrogen, which causes an excess nutrient enrichment of soil and water, and the emission of odours and greenhouse gases. Furthermore, the use of manure for fertiliser can result in the spreading of pathogenic micro−organisms that can be transferred from animals to people, being spread through air and water.

Insects (mainly flies) are used to decompose the waste and transform it into high quality fertiliser that can be applied without negative impacts on environment or health. The compost will be used to fertilise parks, gardens and green areas of the surrounding towns, thereby supporting a campaign to raise awareness of the benefits of the new, environmentally friendly technique.

However, zero discharge is an incomplete achievement if we look at the unavoidable management of spent exhausted rinse baths and negreases, and the final pollution fractions, usually with external management. ZERO PLUS will define a management model of these liquid wastes from the surface treatment industry through the integrated application of known techniques that will be reasonably characterised as candidates to BATs. The Project will cover all liquid wastes generated by the typical processes of Duch an industry (corrosion protection functional coatings, and decorative applications of consumer products), Which are mostly distinct by the complex requirements of its physicochemical sewage: Negreases, acid pickling, Cyanided Cu, bright Ni, decorative Cr and Zn- Ni alloy baths, etc., and associated rinses.
