Group of 9 regions, created in 2004: Burgerland (A); Castilla y León (E); Central Hungary; Merseyside (UK); Notio Aigaio (GR); South Yorkshire (UK); Sterea Ellada (GR); Assembly of regions of Ireland; Comunitat Valenciana (Spain). . This reduction would represent savings of 4.296.700 tep (equivalent tons of oil) of primary energy and of 3.521.300 tep of final energy in the period 2001-2010. Economic savings in the study period, 2001-2010, higher than 2’4 billion €. C) Local Energy Agency Vila- Real 1.4. VALENCIA REGION – RELEVANT BODIES IN THE ENERGY FIELD C) Local Energy Agency Vila- Real The aim of this project, which has been recently approved, is the creation of a Local Energy Agency to coordinate and promote the initiatives related with renewable energy sources (RES) and energy efficiency. The proposal will be applied in the areas of industry, construction, public buildings, urban transportation and the habits of domestic energy consumption. The project intends to cover a region that includes determined municipalities from La Plana de Castellón, which interact in the energy framework of the zone. The total budget for the creation of this body is 450.000 euros, and 200.000 will be financed for the European Commission. 2.1. - VALENCIAN REGIONAL DELEGATION IN BRUSSELS The Valencian Regional Office in Brussels is part of the Regional Ministry for Cooperation and Participation which depends on the Presidency of the Valencian Region. The Delegation aims to disseminate the image of the Valencian Region in Brussels through region marketing, as well as to promote the training to the young of the Valencian Region by means of the promotion of public programs and private grants. Main Objective Represents, defend and promotes the Valencian Region interest before the European Union. In order to achieve this goals the Delegation works closely with the different European institutions, the Spanish Permanent Representation before the EU, the Regional Offices and other permanent representations of other European Members.

Uno de sus objetivos principales es contribuir a la participación de la sociedad civil de la CV durante la transición de Objetivo 1 Cohesión a Objetivo 2 Competitividad. Oficinas en Bruselas y antenas en cada una de las provincias de la región. El gobierno regional Su financiación es compleja y en ella intervienen la Generalitat Valenciana (12%) diversas entidades de la CV aportan un 48% y el 40% restante se autofinancia desde la propia Fundación.

En los últimos 3 años, se han aprobado 26 proyectos en los que participa la entidad. Esto significa unos 51 millones de euros de inversión co-financiada en innovación, desarrollo sostenible, formación permanente y competitividad. En 2004, la Comunidad Valenciana obtuvo el 41% del total de los fondos LIFE-Medioambiente destinados a España. En 2005, dentro del mismo programa LIFE, uno de cada 3 proyectos españoles aprobados contaba con participación de socios de la CV. Lo que significó el segundo año consecutivo de liderazgo en temas medioambientales.

2.2.- Fundación Comunidad Valenciana – Región Europea The Fundación Comunidad Valenciana – Región Europea, created in November 2003, is a non-profit organization, based at the Valencian Regional Office in Brussels. The Foundation bases its work on the strategically tool Public Private Partnership. www.uegva.info The Foundation was created with the purpose of helping the civil society in the transitional participation on European funding as the Valencian Region will be entering Competitiveness Objective into 2007. This entity facilitates the participation of the Valencian civil society, industrial groups, chambers of commerce, financial institutions, local development agencies, educational organizations (research and development institutions), and other stakeholders in European policies and projects.

Objectives PROJECT ECOBUS http://www.ecobus.net The main objective is the elimination of used cooking oils that are generated in a great scale at the city of Valencia (Spain) and to employ them in substitution of more polluting combustibles, reducing the emission of CO2 in public transport. 4.2. PROJECT PROCURA IEE - SAVE 2004 The overall objective of the Procura-proposal is: to promote the acquisition of Alternative Fuel Vehicles (AFV) in the short term. Procura will do so by tackling market barriers for the large-scale procurement of AFVs. Procura will focus on developing innovative procurement models (e.g. GreenLease, second-hand market development of AFVs) for private and public fleet owners. PROJECT PERSPECTIVE 2007-2013 Perspective 2007-2013 is a cooperation project of the regions of Comunidad Valenciana,Saxony-Anhalt, Région Centre and North Great Plain within the framework of the Community initiative INTERREG III C Regional Framework Operation (RFO). Performance areas : The project will study the five different sectors that the partners have identified as top priorities: regional competitiveness and innovation in the automotive industry; human resources and training in tourism; regional marketing as a way to attract investments; renewable energy waste management.

That includes activities in the area of research, economic development, climatic policy and industry. 4.3.1. SUBPROJECT PERSPECTIVE: INSTALATION OF A FULL HYDROGEN FUEL CELL SYSTEM FOR BOATS IN THE NATURAL PARK OF ALBUFERA (VALENCIA) The proposal aims to establish a Hydrogen station for the boats in the area of “El Palmar” with an independent energy character. This will be accomplished through a solar photovoltaic installation. It will provide electricity for the visitor’s centre and for the generation of hydrogen fuel. On the other hand, the actual boats of the natural park will be adapted for the new available technology. The project will finish with the noise, the oil and will make the boats work with totally clean energy.

The intelligent Energy – Europe Programme helps speed up effort to achieve the objectives in the field of sustainable energy. 4.1. Management of straw: The project is an innovative model of recycling of the straw of cereals, one of the principal waste generated in the withdrawal of the cereals instead of the incineration. In this way, burning and the subsequent environmental impact will be avoided. Valencia focuses on the rice straw.

4.1. Management of straw- Objectives: Creation of a Transectoral Centre for waste reuse and recycling of rice straw and other organic waste. Generate organic blankets: To be used in soils which are in the process of desertification or used for dry farming. Savings in water consumption for irrigation. Studies of alternative solutions and BATs. No polluted air in the ecosystem.

4.2. Bio-ethanol production from citrus waste: Goals: Development of clean energies from orange pulp and peel Reduction of CO2 Emissions Create a new development field for the citrus sector Activities: Research and Development. Exchange of scientific knowledge Analysis of existing techniques and benchmarking. Establishing working networks between enterprises and research institutes

4.3. Biomass – Paulownia: The project includes growing trees for biomass production and processing vegetal by-products for receiving ecological fuel to be sed in thermo power plants. The manufacturing activity will be organized in the region of the town of Turn; some other regions have been currently explored too. Fast-growing trees of Paulownia genus, suitable for biomass production, will be grown.:
