4 IN THIS SCENARIO, THE SYSTEM PRESENTS CHALLENGES A new challenge is set by the implementation of National Strategies for Development of Management of Research Data and Information produced in Chile through public funding. THAT ALLOW: Maximizing returns of public support to generation of scientific knowledge. (Re- using data and information). Guaranteed access to data and information and their preservation.

6 1.- Program of Management of Research Data and Scientific Information Generated from Public Funding GOAL To manage, strengthen and guarantee (in time) access to Data and Scientific Information, collected and produced in Chile from public funding in order to: Facilitate and promote access to, and exchange of, data and scientific information generated in the country. Preserve the scientific document patrimony. (Digital Preservation)

7 To promote utilization of international standards for management of data and scientific and technological information in public and private institutions. To create information products & services as added- value tools for scientific, productive and economic development of the country. To systematize the process of management of data and scientific information. 1.-Program of Management of Research Data and Scientific Information Generated from Public Funding

8 STRATEGIC LINES INSTITUTIONAL FRAME : It must respond to a need of the country in this matter, with a broader vision for development of science & technology and innovation. SPECIFIC STUDIES: Basic inputs for decision-making and generation of policies. NATIONAL AND INTERNATIONAL LINKAGES: Incentive for development of national and international networks. HUMAN CAPITAL: Development of instruments allowing for specialization of professionals in these areas.

9 Will be developing a National Node of Knowledge of Science & Technology and Innovation (S&T+i) Having a platform that allows consulting and accessing data and information. That enables their preservation and storage. MAIN PRODUCT : 1.-Program of Management of Research Data and Scientific Information Generated from Public Funding

10 2.- Study on the State of the Art of Access to, and Management of, Research Data and Scientific Information Generated from Public Funding OBJECTIVES: Getting to know : 1.- The national state of the art in these topics, 2.- Good practices and policies for access to research data and scientific information, 3.- Recommendations and/or regulations related to the management of research data and scientific and technological information, ( considering the international context).

13 MAIN RESULTS OF THE STUDY 1) lack of institutional awareness about the relevance of the topic, starting from the institutional leadership 2) responsibility for the management of data and scientific information is spread throughout the organizations, lacking one specific unit in charge 3) allocation of resources to data management is attached to specific projects, rather than considered a permanent activity, 4) patrimony not seen as an institutional and national asset, but as researcher’s personal resources, 5) lack of standardization of the data and scientific information’s formats. INSTITUTIONAL FRAME

14 MAIN RESULTS OF THE STUDY 1) lack of critical mass of human resources specialized in data management, 2) scant supply of formal and specialized academic programs focused on data management, 3) lack of incentives to create upward career paths in the field, 4) no leadership or national references in the field, 5) work positions are unstable, short term. HUMAN CAPITAL

15 MAIN RESULTS OF STUDY 1) lack or weak valuation of patrimony, 2) patrimony scattered throughout the organizations, 3) patrimony considered personal, rather than institutional or national goods, 4) preservation and formats according to individual criteria, 5) lack of initiatives to sharing or exchanging patrimony, 6) no culture of giving access to patrimony PATRIMONY
