Only since the end of World War II has the United States, in peacetime, maintained large military forces on active duty. Prior to 1945, the United States met its military needs with a very small full-time force augmented by ordinary citizens who were also part-time soldiers. These citizen-soldiers, called "militia," regularly gathered to practice military skills in case they were needed. And they were needed: these part-time soldiers fought Indians, fought the British during the Revolution, fought each other during the Civil War, and fought in two world wars. Unorganized Militia: Federal law and state laws generally define the militia as “all able-bodied males between ages 17 and 45.” Federal statute (Title 10 U.S. Code311) defines the unorganized militia as all members of the militia who are not members of the National Guard or Naval Militia. Self-Proclaimed Private Militias: Some private individuals, without government sanction, have banded together and styled themselves “militias.” These militias answer to no government, they have no formal or informal relationship with the National Guard and are not state recognized organizations. The Army National Guard has units in over 2,700 communities in all 50 states, the District of Columbia, Guam, Puerto Rico and the Virgin Islands. The Air National Guard has 88 flying units and more than 170 installations nationwide. National Guard units are organized, trained and equipped to the same standards as the U.S. Army and the U.S. Air Force. These units - always closely connected to a hometown and state - have evolved into first-rate military forces. They serve with active duty Army and Air Force units at installations in the United States and overseas. This service can be a training relationship or a call to active duty by the President or Congress, as utilized for the Gulf War and peacekeeping assignments in Bosnia. Historically, National Guard units have fought with honor in all major U.S. military operations from 1636 to the present. Currently, the Army National Guard - 350,000 strong - makes up more than one-half of the Total Army's ground combat forces and one-third of its support forces. The bulk of the Guard effort is being devoted to State Governors' use of Guard personnel in drug interdiction and demand reduction activities while in Title 32, United States Code status. The NG provides a wide range of counterdrug support capabilities, including cargo inspection assistance at ports of entry, aerial and ground reconnaissance, intelligence analysis, training, construction of border roads and fences, and production of more than 33,000 map products. The National Guard is also providing training to law enforcement agencies and community-based organizations at the National Interagency Civil-Military Institute in California, the Multi-jurisdictional Counterdrug Task Force Training Program in Florida, The Northeast Counterdrug Training Center in Pennsylvania, and the Regional Counterdrug Training Academy in Mississippi. Army National Guard Drug Demand Reduction activities in FY01 reached millions of people as a result of support to communities throughout the nation. The ARNG provided 653,241 mandays in support of domestic counterdrug support missions during the year. National Guard Counterdrug operations range from cargo/mail inspection at our borders and ports of entry, maintenance/logistics support to law enforcement agencies, training for law enforcement agencies, and marijuana eradication ground support. We also perform intelligence analysis/case support, drug demand reduction activities, and other counterdrug missions. These activities make use of skills and capabilities National Guardsmen develop for their to core military missions. Overall Classification: UNCLASSIFIED

Programas para la Juventud ChalleNGe is a National Guard community based program that leads, trains and mentors at-risk youth so that they may become productive citizens in America’s future. The program mission: intervene in the life of an at-risk youth and produce a program graduate with the values, skills, education and self-discipline necessary to succeed as an adult. Program Description: The program is coeducational and consists of a five-month “quasi-military” Residential Phase and a one-year Post-Residential Phase. Corps members must be volunteers between 16 and 18 years of age, not in trouble with the law, drug free, unemployed, and high school dropouts. Participating States: Alaska, Arizona, Arkansas, California, Florida, Georgia, Hawaii, Illinois, Kentucky, Louisiana, Maryland, Michigan, Mississippi, Missouri, Montana, New Jersey, New Mexico, New York, North Carolina, Oklahoma, Oregon, Puerto Rico, South Carolina, Texas, Virginia, West Virginia and Wisconsin STARBASE is a program that raises the interest and improves the knowledge and skills of at-risk youth in math, science and technology by exposing them to technological environments and positive role models found on National Guard bases. National Guard units supports a myriad of USSOUTHCOM exercises and other events. ARNG approximate participation: FY04: 2,800; FY05: 2,500 (numbers do not include GTMO). The Leap Fest competition exercise (funded by the NGB using LATAM) offer an opportunity to SPP partner countries to participate in this activity conducted in Rhode Island. In FY04, 48 teams of 14 countries participated (13 international & U.S.). Honduras won the FY04 Leap Fest competition.
