NUEVA VISIÓN VISIÓN DE LA MINERÍA
Enfoque y prácticas vinculantes con los entornos sociales ambientales, culturales y la forma de vida con las zonas adyacentes. Fuente generadora de valor agregado a la producción local. Nueva relación social y ambiental para producir transparencia en la gestión, políticas de empleo, desarrollo y aporte al progreso de la región. Abordar los principales factores perturbadores: contaminación, desequilibrio entre los ingresos, los conflictos, ausencia de diálogo y concertación. La explotación se desarrolla en el macizo alto andino, en localidades aisladas y difíciles de la costa o de la selva, además carentes de infraestructura en la que la presencia del Estado no es gravitante.

El aporte del sector extractivo al desarrollo del país es importante: canon, regalías, derecho de vigencia, fideicomisos sociales, aporte voluntario. Los beneficiarios de estos cuantiosos recursos carecen de la capacidad para formular proyectos y convertirlos en obras eficientes de la actividad productiva. La nueva minería dialoga y concerta, busca la armonía y la concordia, promueve la participación activa y responsable de los actores. Enfatiza en el enfoque social de la inversión productiva, es decir primero se acerca a la gente y luego a la tierra, la legislación debe fortalecer esta concepción y permitir su consolidación como nuevo paradigma.

Crear el Fondo de Remediación de Pasivos Ambientales priorizando los territorios de las comunidades.

Apoyar la formalización de la minería informal. Reforzar la seguridad del trabajador minero. Evaluar el cumplimiento de contratos de exploración y explotación minera o energética vigentes. Completar al 100% la electrificación rural al 2016. Dado el alto precio de los minerales, definir con las empresas mineras una mayor contribución al Estado.

Diseñar una política de gestión adecuada de la licencia social entre el Estado, los operadores y la población, promoviendo procesos de consulta con las comunidades afectadas. Restituir la Dirección General de Gestión Social para promover el diálogo, implementar los Programas de Responsabilidad Social y prevenir y manejar los conflictos sociales.
