Act 19-2012 Act #19 of 2012 Energy Savings Performance Contracts (ESPCs) Act Authorizes government units to use ESPCs as a mechanism to implement large capital-investment projects that aim at energy and water conservation. Energy Service Companies (ESCOs) develop, install, and seek funding for energy efficiency projects. They recover their investment with the money saved by the energy conservation measures implemented. What is an ESPC?
