3 THE PROJECT In Mexican cities car travel is preferred by many over unpredictable transit systems. This is due the fact that low carbon mobility options are less than optimal; important government decisions on transport planning and design are usually not well informed by analysis of up- to-date data, and thus fail to provide integrated, reliable urban transport systems. Siempre que hablamos de políticas públicas tenemos que tener muy claro el problema que queremos resolver y los indicadores que nos ayudarán a verificar los avances en la solución del problema. Lo mismo pasa con la implementación de proyectos de nuevas tecnologías desde el gobierno. Si no sabemos que queremos, corremos el riesgo generar elefantes blancos que nos cuestan muy caros pero que no nos ayudan a
