2 POR QUÉ ESTE PROGRAMA Despite being a middle income country, dominated by a large inequality (class, gender, racial, by immigration status) These inequalities are based on structures and power relations are reproduced through institutions and political culture. Such a dominant social relationship does not change spontaneously, but has to be altered. You need to change the culture and political practice that sees public office as a favor, to the realization of the role of guarantor Free State. Organization, training and mobilization of society is required from below. You have to create change in power in favor of women, the majority and minority discrimination and move towards the socio-economic and political equality.

5 Necesidad de asegurar continuidad Legislaciones que no se cumplen o se cumplen pobremente. Avances legislativos no se traducen en políticas públicas. Peso del clientelismo y la corrupción en el accionar del Estado. Dispersión-debilidad-limitada capacidad propositiva de los movimientos y la ciudadanía. En el caso de las mujeres:  Grado muy alto de violencia estructural  Fuertes desigualdades en el acceso a ingresos y recursos  Persistencia de un imaginario con estereotipos de género muy arraigados, fuertes limitaciones de los horizontes y de la autonomía de las mujeres jóvenes de clases populares.  Papel del Ministerio de la Mujer es marginal  Muy pocas organizaciones abordando el tema  Movimiento feminista débil Constatación de que esfuerzos dirigidos a fortalecer movimientos generan respuesta ciudadana (Justicia fiscal, Indignadas, Coalición Educación Digna, movimientos juveniles)
