2 They have a reputation of being based on solid, empirical, research, which is fairly rare, because legal studies tend to be theoretical or doctrinaire analyses. Traditionally, there was no pressure for legal authors to be in contact with reality. One comment was that they raise the bar on research and show the value of evidence based research in contributing to policy development. (Evaluación CIDA 2011) Redex may be the new generation beginning to take on the same role in the current phase of reform. CEJA supports and nurtures this group which although small, gains much strength through its shared outlook, coordinated activities, and mutual support.. (CIDA, 2011) "REDEX puede ser la nueva generación que comienza a tomar el mismo rol en la etapa actual de la reforma. CEJA apoya y alimenta a este grupo que, siendo pequeño, logra mucha fuerza a través de un planteamiento compartido, actividades coordinadas y apoyo mutuo".(Evaluación CIDA 2011) CEJA is also seen as providing high level technical input into the process of reform, avoiding ideological debates on both the right and left, and appealing to all. At the same time, its support to Redex has helped to strengthen an informed civil society network in support of criminal law reform. "(Evaluación CIDA 2011) Innovative projects are dependent on the commitment and budget of the implementing institutions, with CEJA in an advisory role. Reforms are not dependent on CEJA and its resources, but only enhanced by them. Changes are embodied in legal structures and processes that continue after the interventions. (CIDA, 2011) "Los proyectos innovadores dependen del compromiso y presupuesto de las instituciones que los implementan, en donde CEJA juega un rol consultivo. Las reformas no dependen de CEJA y de sus recursos, sino que sólo son enriquecidas por ellos. Los cambios se manifiestan en estructuras legales y procesos que continúan tras las intervenciones." (Evaluación CIDA 2011) It provides high quality applied comparative research reports on relevant issues, at the same time promoting debate on them and raising the bar on standards for research and monitoring. Support to pilot projects also contributes to the development and dissemination of lessons learned in implementing reforms. 9 ESTRATEGIA DE SUSTENTABILIDAD CEJA/ SUSTAINABILITY STRATEGY Escala de aportes propuestas/ Escale of Voluntary Contributions Instar a los Estados Miembros a que consideren realizar contribuciones voluntarias al Centro de Estudios de Justicia de las Américas (CEJA) con el objeto de financiar sus gastos básicos. Que para los efectos previstos en el resolutivo precedente, los Estados Miembros continúen considerando las propuestas que el CEJA presente en cada Reunión de Ministros de Justicia o de Ministros o Procuradores Generales de las Américas (Resoluciones VI REMJA y XXXVI Asamblea General de la OEA). To encourage Member States to considerer making voluntary contributions to the Justice Studies Center of the Americas (JSCA) in order to finance its basic expenditures. That for the effects mentioned in the preceding resolutions, member states continue to considerer the proposals thet JSCA presents during each Meeting of Ministers of Justice and Ministers or attorneys General of the Américas (REMJA).

10 ESTRATEGIA DE SUSTENTABILIDAD CEJA/ SUSTAINABILITY STRATEGY Hasta la fecha el financiamiento de CEJA ha estado fundamentalmente concentrado en los aportes que recibe de agencias de cooperación internacional ( principalmente la Agencia de Desarrollo Internacional de Canadá (CIDA), el desarrollo de proyectos y la entrega de servicios en el área de su especialidad Pese a haber una resolución de la Asamblea General y de la REMJA, no ha sido posible para CEJA, fortalecer la generación de bienes públicos, con cargo a contribuciones permanentes. Solo Chile lo ha hecho de manera anual. En el pasado otros países como Estados Unidos, México, Brasil, Costa Rica y Jamaica también aportaron. Most of JSCA´s funding has come from international cooperation agencies, mainly Canadian International Development Agency (CIDA) and the delivery of services. Nevertheless there are formal resolutions from OAS ( General Assembly and REMJA), in order to support core-cost CEJA´s finantial operation, only Chile has accomplished that mandate. In the past also other countries such as Brasil, Mexico, Costa Rica and Jamaica have given support as well.
