INTEGRACIÓN DE IDE A NIVEL REGIONAL (IDENA) Y LOCAL (IDEPAMPLONA)

2 Navarra Es una de las 17 regiones de España.
Limites: Francia, Aragón, País Vasco y La Rioja. Uniprovincial. Superficie: Su extensión es de km2 (2% España). 50% es suelo público. Cultivos: ha (34 %) Forestal : ha (64 %) Otros usos

3 Población 272 municipios . Solo 15 superan los 15.000 habitantes.

The region of Pamplona lodges more than half of the population, followed by Tudela and the south region. Atlantic mountain with a high number of small settlements and finally the regions of Estella, Tafalla and Pyrenean Mountain also with a high number of small villages.

Only five months to complete the first version of this SDI, developed under the standards from the European Directive proposal INSPIRE Finally in 2006, Idepamplona the Town council of Pamplona In inicia su andadura la infraestructura de datos espaciales de Pamplona, un portal pensado por y para sus ciudadanos y que nace, por tanto, con vocación de servicio público. Esta iniciativa, desarrollada en el contexto del Sistema de Información Territorial de Navarra (SITNA), dota al Ayuntamiento de Pamplona y a Navarra de una nueva oferta de datos y servicios geoespaciales que enriquecerá notablemente la cantidad de información ya presente en IDENA. El ámbito local, realmente el más cercano al ciudadano y el que genera la información de mayor detalle, estaba hasta el momento poco presente en SITNA e IDENA. De ahí la gran relevancia de este proyecto. Por otra parte, idepamplona se adhiere plenamente a la filosofía INSPIRE utilizando los estándares abiertos que todos conocemos y que abren la puerta a la interoperabilidad con el resto de portales IDE. Idepamplona nace de la mano de IDENA por lo que el primer reto que se nos planteó fue el diseño del modelo conceptual a seguir. GSDI INSPIRE IDEE IDENA IDEPamplona GSDI INSPIRE IDEE IDENA IDEPamplona Idepamplona is the first step in the hierarchical structure, which from local to global scope, allows users of spatial information the access to all data type combining independently of where the data is. The local initiatives are so limited, and because of that we would like to present the organizational relationship between IDENA and idepamplona as well as SITNA warehouse, to complete the scheme and be closer to the citizens, opening dissemination and integration of more detailed information constituye el primer peldaño de una estructura jerárquica que, desde el ámbito local hasta el mundial, ofrece a los usuarios de la información espacial la posibilidad de acceder a cualquier dato de este tipo y combinarlo, independientemente de donde radique físicamente. La creación de iniciativas en el ámbito local, hasta ahora más escasas, completa este esquema y abre la puerta a la difusión e integración de la información de mayor detalle y más próxima a los ciudadanos.

8 IDENA e IDEPamplona son la respuesta del Sistema de Información Territorial de Navarra (SITNA) a los requerimientos de INSPIRE (INfrastructure for SPatial InfoRmation in Europe) y de la IDEE (Infraestructura de Datos Espaciales de España) para promover la armonización, la difusión y el uso de datos espaciales. Idena and IDEPamplona are the answer from the Government of Navarra and Town Council of Pamplona respectively through the SITNA in regard to the requirements of INSPIRE and Spanish Data Infrastructure for promoting the harmonization, dissemination and use of spatial data

10 Objetivos de IDENA Proporcionar una serie de procedimientos y herramientas en la web para la búsqueda, identificación y obtención de información territorial permitiendo la interoperabilidad en la GSDI. Estandarizar y generalizar el tratamiento de los metadatos. Situar a SITNA en el ámbito IDE, contribuyendo al desarrollo de INSPIRE, de la IDEE y de cualquier otra iniciativa de cooperación que se pueda considerar

12 Objetivos IDEPamplona
Desarrollar una infraestructura que facilite el acceso a la información geográfica municipal a través de Internet. Fomentar el uso de la información espacial en el Ayuntamiento. Promover la integración de la información geográfica entre distintas administraciones y muy especialmente con IDENA. Impulsar la filosofía INSPIRE. Desarrollar la infraestructura tecnológica que ayude a ciudadanos, instituciones y empresas a acceder a la información geográfica municipal a través de Internet. Facilitar e incrementar el uso de la información espacial en el Ayuntamiento. Fomentar la integración entre administraciones de distinto nivel evitando duplicidades en la información. Asegurar la plena integración con IDENA. Respetar la filosofía INSPIRE.

This option has been choose because is more appropriated from the point of view of SDI to allow data stay in the same level it has been collected o bien llegar a una solución distribuida de dos portales distintos, cada uno en su ámbito, con sus propios conjuntos de datos y metadatos, pero plenamente conectados para asegurar una plena integración de datos y servicios. Esta segunda opción fue la elegida porque es la más apropiada desde el punto de vista de una IDE, al permitir que cada dato permanezca en el mismo nivel en el que se recoge. Perfil de Metadatos Basada en el NEM (Núcleo Español de Metadatos). Reune los metadatos más importantes para la organización. Necesidad de establecer perfiles (300 elementos en el standard ISO19115, 42 en el perfil IDENA). Elementos: Core ISO (ISO19115) Dublin Core Elementos de calidad Elementos adicionales NEM Elementos adicionales IDENA ISO Core Dublin Core Quality Additional Elements IDENA PROFILE (NEM + Additional Elements) NEM ISO19115 Navarre has worked on the definition of the profile for IDENA Metadata, This profile is based on the nucleus of the Spanish Metadata Core that include ISO19115 metadata standard, Dublin Core Metadata, some description elements of Quality and other additional elements considered of interest for the Navarre catalogue. The background of IDENA Metadata and consequently to all the information included in SITNA warehouse is: · 22 elements of the ISO Core: · 7 are obligatory, that means that the metadata can not be considered valid if it doesn’t collect information from these fields · 15 are optional · 4 additional elements from the Dublin Core without correspondence with any ISO Core element. · 6 Quality elements. These elements are included to complete some element of the ISO Core in order to determine the data quality · 4 Additional elements of the Spanish Metadata Core background. · 6 Additional and specifically elements answering the needs from Navarra . Finally, we have 36 elements from the NEM plus 6 elements specifically for IDENA
