Por qué necesitamos nuevos métodos para mejorar la seguridad aérea... La seguridad aérea regional es una prioridad El seguimiento de la seguridad no es óptimo Crecimiento del tráfico Nuevas aeronaves, tecnologías y pilotos Centros de controles y aeropuertos anticuados Consolidar los programas y recursos No hay tendencia hacia una cultura de seguridad!!!!!

…La necesidad nos llevó a un concepto de equipo y el concepto se hizo realidad con la creación del Equipo Pan Americano de Seguridad Aerea Statistics vary so do also goals, many industry goals on safety exist today. The differ from : 80% reduction over 10 years 50% reductions of accident rate, accident numbers or hull losses? 10 to 50% reductions over 5 years Ongoing unspecified improvement Even zero accident tolerance! Focus on fatalities, property or both? PAAST

FLIGHT SAFETY FOUNDATION Gerencia Linea Aérea IATA Departamento de Seguridad Aérea IFALPA PAAST AITAL IFATCA Pilotos y Controladores But most of these goals have in common : They are never achieved. Why : 1) They are very vague, not specific, 2) we can influence but cannot control the airline ops. We looked to IATA`s goal which was set 3 tears ago (next slide) OACI AIRBUS BOEING EMBRAER CAA y Reguladores CAST(US), JSSI (EUROPA) y otros equipos regionales IBAC …Todos estos grupos están involucrados !!!

La Visión Se puede obtener una mejora en la seguridad aérea en la región de América Latina y el Caribe…. PAAST puede ser un contribuyente importante

PAAST en la actualidad... Se inició el trabajo en agosto 2000 Se ha desarrollado un programa de seguridad aérea 4 iniciativas que se consideran como prioridad: ALAR…CFIT…Pérdida de control… y mejorar la cultura de la seguridad aérea

La primera iniciativa es combatir ALA... Reducir el numero de accidentes ALA Educar a los pilotos y controladores Distribuir herramientas de entrenamiento

El programa de ALAR está en marcha: 17 equipos han sido establecidos y entrenados 15 lineas aéreas han recibido el ALAR Toolkit >2000+ pilotos han recibido instrucción Instructores han sido entrenados en varias lineas aéreas. Las autoridades (DGACs) estan considerando esta herramienta.

También se están realizando otras iniciativas... Estandarizar los procedimientos regionales de fallo de motor en el despegue. Lista de chequeo para la autoevaluación de las aerolíneas regionales. Desarrollo de un paquete de entrenamiento de incursión de pistas. Asistencia a varios Estados para corregir deficiencias en la seguridad operacional
