EXERCISE EXERCISE Key Points MCG is purely motivated by money, with aversion to risk. To mitigate risk, MCG bribes key politicians and police officials in IDS. INTERPOL estimates active MCG members on IDS. Activities include: robbery-/crime-at-sea, prostitution, extortion, money-laundering, drug and human trafficking, and smuggling. Also suspected of conducting cyber Phishing operations for profit / identity theft. Operatives prey on the region’s refugee population. Refugee population has large numbers of single females and unaccompanied minors, who are vulnerable targets for trafficking. No rival criminal gangs operate on IDS. Significant tension between the MCG and SIS, leading to turf wars. Fracture of the SIS allowed MCG to expand operations into northern and central IDS. MCG past overt actions intended to demonstrate MCG power and control (ex.: assassination of Iberian Colonial Gendarmerie and officials.). Ensenada San Felipe Uses a variety of vessel sizes, shapes and capabilities. Matches local fishing fleet. Range up to 600 KM from IDS. Vessels: Narrow fast-attack skiffs: Twin engines; Speeds up to 30 knots; Dhow mother ships: Larger and broader hulled than fast-attack skiffs; Up to 10 meters in length; and Used to refuel skiffs. At sea for several days at a time.
