4 IES A Sangriña A Guarda. Galicia-ES Artículo 27. 1. Todos los ciudadanos tienen el derecho a la educación. Se reconoce la libertad de enseñanza.derecho a la educación 2. La educación tendrá por objeto el pleno desarrollo de la personalidad humana en el respeto a los principios democráticos de convivencia y a los derechos y libertades fundamentales. (….) 4. La enseñanza básica es obligatoria y gratuita. 5. Los poderes públicos garantizan el derecho de todos a la educación, mediante una programación general de la enseñanza, con participación efectiva de todos los sectores afectados y la creación de centros docentes (…)

6 IES A Sangriña A Guarda. Galicia-ES Artículo 23. 1. El minusválido se integrará en el sistema ordinario de la educación general, recibiendo, en su caso, los programas de apoyo y recursos que la presente Ley reconoce. 2. La Educación Especial será impartida transitoria o definitivamente, a aquellos minusválidos a los que les resulte imposible la integración en el sistema educativo ordinario y de acuerdo con lo previsto en el artículo 26 de la presente Ley.artículo 26 de la presente Ley

En todo caso, la necesidad de la educación especial vendrá determinada, para cada persona, por la valoración global de los resultados del estudio diagnóstico previo de contenido pluridimensional. Artículo 25. La educación especial se impartirá en las instituciones ordinarias, públicas o privadas, del sistema educativo general, de forma continuada, transitoria o mediante programas de apoyo, según las condiciones de las deficiencias que afecten a cada alumno y se iniciará tan precoz mente como lo requiera cada caso, acomodando su ulterior proceso al desarrollo

La educación especial es un proceso integral, flexible y dinámico, que se concibe para su aplicación personalizada y comprende los diferentes niveles y grados del sistema de enseñanza, particularmente los considerados obligatorios y gratuitos, encaminados a conseguir la total integración social del minusválido. 2. Concretamente, la educación especial tenderá a la consecución de los siguientes objetivos: - la superación de las deficiencias y de las consecuencias o secuelas derivadas de aquéllas. - la adquisición de conocimientos y hábitos que le doten de la mayor autonomía posible. (…) - la incorporación a la vida social y a un sistema de trabajo que permita a los minusválidos servirse y realizarse a sí mismos.

9 IES A Sangriña A Guarda. Galicia-ES Artículo 27. Solamente cuando la profundidad de la minusvalía lo haga imprescindible, la educación para minusválidos se llevará a cabo en Centros específicos. A estos efectos funcionarán en conexión con los Centros ordinarios, dotados de unidades de transición para facilitar la integración de sus alumnos en Centros Ordinarios. Artículo 30. Los minusválidos, en su etapa educativa, tendrán derecho a la gratuidad de la enseñanza, en las instituciones de carácter general, en las de atención particular y en los centros especiales, de acuerdo con lo que dispone la Constitución y las de leyes que la desarrollan.Constitución

11 IES A Sangriña A Guarda. Galicia-ES Students have the right to education from 3 years old and the obligation from 6 years old. If a student have a any kind of intellectual or psycological disability, a report should be done by a specialized team: - Education Inspector - Family - Coordination team: 1. From the school 2. From the school delegacy

12 IES A Sangriña A Guarda. Galicia-ES If everebody agree: THERE IS NO PROBLEM! The problem appears when there is no agreement: The final decision is up to the family. A student with learning dificulties should be at the educational system in: - A regular school - Special needs school - Mixed system (a few days at the regular school and the other days at the special needs school)

13 IES A Sangriña A Guarda. Galicia-ES SPECIAL MEASURES OF DIVERSITY IN PRIMARY EDUCATION All teacher staff should be qualified to this diversity. The education inspection should assist all teacher staff demands and petitions in order to develop correctly their jobs. In order to assist all the special needs of primay schools they must have into the teacher staff with: - 1 coordinator - 1 Pedagogycal Therapy Specialist - 1 Language Therapist The team depends on the number of students per class.

14 IES A Sangriña A Guarda. Galicia-ES SPECIAL MEASURES OF DIVERSIT IN SECONDARY EDUCATION CURRICULAR MEASURES: 1. Curricular Adaptation: Directed to students with learning difficulties. 2. Specific Actions: Are proposed by the coordination department and developed inside the class by the Pedagogycal Therapy Specialist (a school teacher). Just in special cases it is developed outside the class.

15 IES A Sangriña A Guarda. Galicia-ES ORGANIZATIVE MEASURES: 1. Groups with special needs students can be divided in two (one hour per week) in: Biology, Physics, Chemistry, Natural Sciences and Foreign Languages. 2. Specifis groups: in the two national languages (Galician and Spanish), Natural Sciences and Social Sciences. 3. Specific personalized program: to students who have not been promoted. 4. Groups of subjects: Humanities and Sciences, with its own curriculum. 5. Reduced groups in Galician language, Spanish language and Mathematics for students with special needs. 6. Language groups for foreign new-comers students.

16 IES A Sangriña A Guarda. Galicia-ES 7. Special curricula groups for new comers (migrants) students. 8. Special curricula for students with strongs learning difficulties: at the two last years of compulsory education. 9. Special Programs on Vocational training for students who didn’t finished secondary education. For students with strong difficulties in their learning process on languages, foreign languages are not compulsory and instead they have special measures as well.
